FREQUENTLY ASKED QUESTIONS

 



Assessments:


Annual dues assessments are mailed in July and are due in August. Late fees will be assessed after the August 31 deadline. Mail payments to WHEHOA; PO Box 5892; Salem, OR 97304.


Animals:


No breeding of animals is allowed, nor may non-traditional pets be kept in the subdivision. No animal will be allowed to interfere with the quiet enjoyment of residents. Dogs must be walked on leash and owners must pick up after all pets.


Annual Mtg:


Held every year, generally in June. The upcoming year budget and other reports are given by WHEHOA Board officers. Homeowners present also vote to fill Board of Directors vacancies.


Board Mtgs:


The Board sets the frequency of meetings, traditionally held either monthly or quarterly on the third Thursday of the meeting month. Time, date, and location are shown on the website and notice signs are also posted at each West Hill Estates entrance several days prior to meetings.


CC&Rs:


The Covenants, Conditions and Restrictions (CCRs), also known as the Declarations, are part of your property deed. By signing the Purchase Agreement, you agreed to comply with them. You should have received a copy when closing your home and a copy is also available on the WHEHOA website. CC&Rs are not optional and failure to comply with them can result in violation fines.


CC&R Compliance:


The non-compliance process can be initiated two ways: (1) a written complaint can be filed with the Board by another homeowner; (2) violations can be noted by a Board member during a neighborhood review. Issues are communicated to the homeowner in writing citing the CCR violation and deadline for correction. Homeowners will be subject to fines if not corrected within the allotted time. An appeal may be filed in writing with the Board within 10 days of a violation notice.


Commercial Use:


No property in West Hill Estates shall be used for business or commercial purposes. No commercial vehicles shall be parked in view on the property or in the street.


Entrance Signs:


Homeowner “garage sale” and real estate “open house” signs may be posted at West Hill Estates entrances the day before such event and must be removed as soon as possible after the event.


Property Changes and Improvements:


An Architectural Control Application must be filed and approved by the Architectural Control Committee Chair in advance of starting any exterior project work. This includes things such as landscaping, tree removal, repairs, remodeling, painting (even if the same color), roof replacement, fences, sheds, decks, sidewalks, driveways, porches, stairs, etc. Use the contact form on this website to contact the ACC Chair with any questions you have before you begin.


Recreational Vehicles:


All boats, RVs, campers, trailers, and other equipment must be parked in the garage or screened from public view. An ACC approved six (6) foot screen/fence is considered adequate. Parking of boats or RVs for trip preparation or clean up after use is limited to 3 days.


Trash Collection:


Normal trash collection/recycling is early Wednesday morning. Large items can also be picked up for a minimal charge by contacting Valley Recycling & Disposal. On non-collection days containers must be stored out of view from the street and neighbors’ lots. Piling trash or storing items on driveways is strictly prohibited.


Streets:


The City of Salem maintains the streets, including snow removal and street cleaning. Salem Police and Polk County Sheriff’s Departments provide law enforcement. The speed limit within West Hill Estates is 25 MPH maximum. Please watch for children, pets, and pedestrians.

The website has downloadable CCRs, Bylaws, Policy Resolutions, the Architectural Control application, newsletters, and other information you may find helpful. An email “CONTACT” feature also allows you to easily submit comments or questions that will be routed to the appropriate Director for their response.
